As part of the work to implement the long-term strategy, the Norwegian Association of Local and Regional Authorities (KS) wishes to develop knowledge that can contribute to achieving the goals in the strategy plan from KS Landsting. In order to contribute to the implementation of the strategy, Vestlandsforsking will prepare a knowledge review report on the trade-offs involved in local climate and environmental policy-making. The expert report will address four policy areas: Protection of biological diversity, reduction of greenhouse gas emissions, adaptation to climate change, and transformation to a renewable energy and low-energy society. The purpose of the analysis is to identify trade-offs between the four policy areas.
