Climate risk budget for local authorities

Trondheim Municipality, SINTEF and Vestlandsforsking have taken the initiative to establish an innovation project with the aim of contributing to increased social security and sustainability in climate change adaptation work, by developing a comprehensive tool and methodology for preventing climate change-related damage to the built environment, nature and people. The main delivery from the innovation project will be a framework for climate risk budgets for local authorities, which is based on the current guide for climate budgets for municipalities. This management tool shall contribute to reducing the risk of injuries, and shall include goals, measures, and division of responsibilities. It may also be relevant to develop a collaboration model for municipal climate change risk assessment work. The main focus of the innovation project is planned to be aimed at preventing short- and long-term climate-related damage to existing buildings and land use (e.g., transport, critical infrastructure, topsoil and biodiversity), as we consider the Planning and Building Act to be effective / suitable for climate adaptation of new buildings and development of new areas.
